Pesa 5% Fixed Deposit Scheme Criteria

Regarding direct disbursement of 5% of untied funds to Gram Panchayats in Scheduled Areas of the State.
  • The Gram Sabha has been given the independent right to decide the use of the fund. For this, the Gram Sabha has to prepare an annual planning plan for the unallocated fund and get its approval from the Gram Sabha. While preparing the plan, it is necessary to consider the people of each village/pada falling within the area of ​​the Gram Panchayat. After that, the Gram Panchayat plan has to be consolidated with the consent of all in the Gram Sabha. 
  • The following four types of work are to be carried out from this fund for the complete development of the village. 
  • a) Infrastructure 

           Gram Panchayat offices of the respective Pesa villages,   

           Health centers, Anganwadis, schools, cemeteries,  

           Godawan, internal village roads and similar infrastructure  

             Facilities. 

  • B) Forest Rights Act and PESA Act 

            Implementation 

        1. Tribals for their livelihood 

                In terms of business Through the training center  

                 Training/mentoring. 

           2. Village pond development or fish farming business/  

            Buying fish seeds. 

           3. Developing common lands. 

           4. Management of minor water bodies.

  • C) Health, sanitation, education 

1. Building public toilets 

           2. Maintaining cleanliness in the village. 

           3. Construction of sewers for sewage system and its   

                Maintenance. 

          4.Providing clean drinking water. 

  • d) Afforestation, wildlife conservation, water conservation, forest basins, wildlife tourism and forest livelihoods 
              The Tribal Development Department of the Government of Maharashtra has decided to directly provide some funds from the Tribal Development Scheme to the Gram Panchayats and Gram Sabhas in the Scheduled Areas in unbundled form. The said scheme has been implemented in our state from the year 2015-16. The government decision in this regard from the Tribal Development Department is dated 21 April 2015 and the revised corrigendum in this regard has been published on 20 February 2016. 

  • For the year 2015-2016, 5% of the unallocated funds have been distributed to the Gram Panchayats in the Scheduled Areas at the rate of Rs. 284.84/- per capita as per the total population of the village.
  • For this, a separate bank account of Gram Sabha Fund has been opened at each Gram Panchayat level. Funds have been directly deposited in this account through the government through the RTGS system as per the government decision of the Tribal Department dated 30/09/2015.
  • Also, as per the government decision dated 1510.2016, the funds to be provided for the year 2016-17 have been directly deposited in the accounts of Gram Panchayats in the Scheduled Areas through RTGS system, in proportion to the tribal population, at the rate of Rs. 485.29/- per capita.
  • As per the government decision dated 23.03.2018, for the year 2017-18, the amount of Rs. 485.16/- per capita has been directly deposited to the accounts of the Gram Panchayats in the Scheduled Areas through the RTGS system in proportion to the tribal population.
  • For the year 2018-19, as per the government decision dated 09.01.2019, the amount of money per capita to the Gram Panchayats in proportion to the tribal population has been deposited directly through the RTGS system to the accounts of the Gram Panchayats in the Scheduled Areas at the rate of Rs. 424.2108/- per capita and as per the government decision dated 31.05.2019, Rs. 181/- per capita.

  • For the year 2024-25, the fund distribution order dated 10.10.2024 has been directly deposited in the accounts of Pesa villages in the Scheduled Areas through the ZPFMS system as per the per capita amount of Rs. 199.621537/- to the Pesa villages in proportion to the tribal population.

Government Decision –

The government has decided to implement a district-level scheme of special grants to Gram Panchayats for public welfare.

The district administration through the planning department has taken up the demand of the district administration committee for this scheme

1. Works to be undertaken under the scheme

(a) To arrange, maintain and regulate cremation/burial grounds in rural areas.

3) Shed construction

4) Access road

5) Ensure the security of the area by installing fencing or barriers as needed.

6) Electrification of cremation/burial grounds and electrical conduit/improved cremation system as required

7) Water facility

8) Memorial Park

9) Construction of crematorium/burial ground (as much as is necessary for cremation arrangements)

 

10) Land leveling and flooring

 

(2) Work to be undertaken regarding Gram Panchayat Bhavan / Office:-

1) Construction of new Gram Panchayat building and facilities within the building

2) Reconstruction/expansion of old Gram Panchayat building

3) Plantation of trees, improvement of the premises, installation of fencing and other ancillary works in the premises of the Pram Panchayat

2. Terms and Conditions

(a) Regarding works on cremation/burial ground:-

1) Only if there is no government/gram panchayat owned land available for cremation ground in the village

3. Availability of funds

1) This scheme is a district level scheme and is implemented under the District Annual Plan through the District Planning Committee.

3) If the funds approved by the government are insufficient to complete the facilities under the scheme, the Gram Panchayats will use their own funds.

4. Approval of works

1) It is necessary that the works to be undertaken under this scheme be included in the village planning plan.

2) The Gram Panchayat will give administrative approval to every work under this scheme after the consent of the Pram Sabha.

3) The selection of works under this scheme will be done through the District Planning Committee.

4) The Chief Executive Officer, Zilla Parishad will be the review and monitoring officer of the scheme.

 

3) Technical approval for work under the scheme is only granted by Government Decision No. ZPA 2008/P.No. 444 Finance-9.

4) The selection of works under this scheme will be done through the District Planning Committee.
