| Regarding direct disbursement of 5% unallocated funds to Gram Panchayats in Scheduled Areas of the State

The Gram Sabha has been given the independent right to decide the use of the fund. For this, the Gram Sabha has to prepare an annual planning plan for the unallocated fund and get its approval from the Gram Sabha. While preparing the plan, it is necessary to consider the people of each village/pada falling within the area of the Gram Panchayat. After that, the Gram Panchayat plan has to be consolidated with the consent of all in the Gram Sabha.
A) Infrastructure 1. Gram Panchayat offices, health centers, anganwadis, schools, cemeteries, godowns, internal village roads and similar infrastructure facilities in the respective Pesa village. B) Implementation of the Forest Rights Act and the PESA Act 1. Tribals for their livelihood To receive training/guidance through a training center regarding business. 2. Rural development or aquaculture business/ fish seed purchase. 3. Developing common lands. 4. Management of subordinate water bodies. 5. Developing common natural resources and common property. C) Health, sanitation, education 1. Construction of public toilets 2. Maintaining cleanliness in the village. 3. Construction and maintenance of sewers for sewage systems. 4. Providing clean drinking water. D) Afforestation, wildlife conservation, water conservation, forest areas, Wildlife tourism and forest livelihoods. |
Selection of the work by the Gram Sabha shall be deemed to be the administrative approval of the work by the Gram Sabha. Separate technical approval shall not be required for works worth less than Rs. 3 lakhs selected by the Gram Sabha and the process of obtaining technical approval for works worth more than Rs. 3 lakhs shall be as per Section-4(6).
* Also, regarding the expenditure on PESA 5% Fund B and B, declarations have been issued by the Tribal Department as per the government decision dated 20/02/2016.
As per Rule 4(1)(e) of the Forest Rights Recognition Act 2006, 2008, committees have been formed for 822 villages in Palghar district.
