Government of Maharashtra Water Supply and Sanitation Department Government Decision No.: JJMI2019/PR.K.138/PAPU-10(07) dated 04 September, 2020 As per this government decision, the Central Government has decided to restructure the National Rural Drinking Water Programme, which has been running since 2009-10, sponsored by the Central Government, by including it in the Jal Jeevan Mission. Accordingly, the Government is committed to providing water to all families in rural areas by 2024 as per the "Har Ghar Naal Se Jal" (FHTC-Functional Household Tap Connection). The main objective of the Jal Jeevan Mission is to provide at least 55 liters of quality water per capita per day through individual tap connections to every household in rural areas of the state by 2024.

         Under this, the objective is to provide clean, sufficient and sustainable water supply to every rural person for cooking and domestic use at a convenient place at all times and under all conditions. The main objective is not just to complete the scheme but to provide a sustainable service of efficient water supply. Implementation of Jal Jeevan Mission in the state as per the working guidelines of the Central Government and making the mission more effective.

1) Under the Jal Jeevan Mission, drinking water will be supplied to every household in the rural areas of the state through functional pipe connections to provide drinking water security. The quality of drinking water is also expected to be at least of Indian Standard - BIS: 10500.

2) A baseline survey should be conducted and a plan should be made for the next 4 years to supply water to every household in the state through functional household tap connections.

 

3) Under the Jal Jeevan Mission, every family should be provided with water supply facility through household connection by the year 2024. Accordingly, Village Action Plan (VAP), District Action Plan (DAP) and State Action Plan (SAP) should be prepared. This action plan should include the planned household connection to be provided and the quarterly and annual plans of the funds required for it. The help of Implementation Support Agency (ISA), Rural Water Supply Department/Sub-Department or Maharashtra Life Authority should be taken to prepare the Village Action Plan.

The Village Water Supply and Sanitation Committee established under the Gram Panchayat Act, 1959 shall have the Sarpanch as its ex-officio chairman and the Gram Sevak as its ex-officio member secretary. This committee shall plan, implement and maintain the schemes for water supply through piped connections implemented as per the guidelines of the Jal Jeevan Mission. For village water supply management, there shall be a bank account at the Gram Panchayat level as per the guidelines of the Jal Jeevan Mission and the Public Financial Management System (PFMS) and its financial transactions shall be carried out as per the guidelines of the Jal Jeevan Mission and the Public Financial Management System (PFMS) and the Gram Panchayat Accounts Code. This committee shall function as per the guidelines of the Jal Jeevan Mission.

1) The Village Water Supply and Sanitation Committee will have the sole responsibility of providing household water connections to all families in the village.

 

2) Preparation of village action plans, planning, design, implementation, maintenance and repair of water supply schemes within the village, etc. will also be the responsibility of the Village Water Supply and Sanitation Committee.

 

3) To procure construction services/goods/materials from the organizations/suppliers selected through the central tender process by the State Water and Sanitation Mission and to implement the project by that organization.

 

4) Arrange for inspection and performance evaluation of the project by a third party organization.

 

5) Undertake social audit of schemes.

 

6) Encourage villagers to contribute 5% or 10% of the capital cost of the village water supply infrastructure (in the form of financial/labor contribution). Collection and recovery of water charges.

 

The Rural Water Supply and Sanitation Committee shall carry out other activities as per the guidelines of the Central Government, including the above-mentioned points.

The goal is to provide at least 55 liters of quality water per person per day to every family in the rural areas of the state through individual canal connections. The Jal Jeevan Mission will be implemented with a 50:50 share between the Centre and the State.

 

Under Jaljeevan Mission, 17 works have been completed out of a total of 55 works through District Council. 38 are in progress.
