As per the guidelines issued by the Central Government on 25.12.2019, the Central Government is committed to providing water to all families in rural areas of the country by the year 2024 as per the “Har Ghar Nal Se Jal” (Functional Household Tap Connection) scheme. The main objective of the Jal Jeevan Mission is to provide at least 55 liters of quality water per capita per day through individual tap connection in every household in the rural areas of the state by the year 2024.
Under the Jal Jeevan Mission program, it is expected that every family in all the slums in the districts of the state will be supplied with water through individual taps. This has been clarified in the Jal Jeevan Mission guidelines. Similarly, in the annual action plans prepared by the districts, work has been undertaken for retrofitting and new types of piped water supply schemes for such individual tap connections.
Retrofitting
The following actions are being taken to ensure that 55 liters of water per capita per day is available from the schemes whose conception period or life span has not expired and from which water supply is currently being provided through community, public taps.
- Existing schemes which are capable of supplying water at 55 litres per capita per day or, in which it is possible to supply 55 litres per capita per day by increasing pumping hours/making minor improvements in pumping machinery, in such schemes, the work of providing individual tap connections has been included in the corrective retrofitting work.
- In the above villages, the work of extending the distribution channels within the village, if necessary, is also being included in this corrective retrofitting.
- New Plan – New plans are being made by taking sustainable sources for villages where pipeline water supply plans are being made for such villages which do not exist .
The Central Government-led Jal Jeevan Mission has been implemented in the state in the meeting of the State Cabinet held on 08/07/2020. According to this, the target is to provide at least 55 liters of quality water per capita per day through individual tap connection to every family in the rural areas of the state by the year 2024. This Jal Jeevan Mission will be implemented with 50:50 percent central and state share.
- Action Plan
- Under the Jal Jeevan Mission, drinking water will be supplied to every household in the rural areas of the state through functional piped connections to ensure drinking water security. The quality of drinking water is expected to be at least BIS:10500.
- A baseline survey has been conducted and a plan has been made for the next 4 years to supply water to every household in the state through Functional Household Tap Connection (FHTC).
- Under the Jal Jeevan Mission, every family is to be provided with water supply facility through domestic tap connection by the year 2024. Accordingly, Village Action Plan (VAP), District Action Plan (DAP) should be prepared. This action plan includes quarterly and annual planning of the planned domestic tap connection to be provided and the funds required for it.
- Implementation of Jal Jeevan Mission–
The following types of schemes are included in the Jal Jeevan Mission.
- To provide functional household connections by doing corrective retrofitting of schemes which are being implemented under National Rural Drinking Water Programme (NRDWP) by providing at least 55 LPCD. Also, to provide functional household connections from stand post tap water supply schemes in those villages, to provide corrective retrofitting of earlier schemes to provide functional household tap water connections from stand post to every family/household.
- In case of completed schemes, work is underway to retrofit such schemes to provide at least 55 LPCD of water instead of 40 LPCD.
- Separate schemes have been taken up in villages where abundant potable groundwater (or other alternatives) is available.
- In villages where abundant groundwater (or other alternatives) are available, but the water quality is not suitable, separate schemes have been taken up, including water purification projects.
- There are regional/village water grid schemes for villages where water is scarce.
- To provide permanent water supply to tribal villages/villages/pades which do not have tap water supply facilities in tribal areas and to supply water to every household through functional tap connections. To provide tap connections to government ashram schools, aided ashram schools, government hostels, anganwadis etc. through this scheme. Also, solar energy based tap water supply schemes are being implemented for isolated/tribal wadis/pades.
Priority is being given to slums and poverty-stricken villages/villages.
